"Chief Cole... Sir... I... I didn't know," Samuels stammered, his voice cracking, entirely stripped of its previous gravelly bark. "You weren't in uniform... I thought you were just..."

"You thought I was someone who didn't matter," Marcus interrupted, his voice dropping to a low, lethal whisper. "You thought I was a civilian without a voice. You thought your badge gave you the right to lay your hands on a man simply because he didn't cower before you."

Samuels looked around frantically for support, but the other captains and inspectors were staring at him with a mixture of horror and disgust.

"Captain Miller," Marcus said, not breaking eye contact with Samuels.

"Yes, Chief!"

"Take this man's badge. Take his weapon. Escort him to Internal Affairs, and begin drafting his immediate termination papers. Add charges for assault under the color of authority."

"Right away, Sir," Miller responded instantly.

Two deputy inspectors stepped forward, flanking the trembling Samuels. They unclipped his duty belt and stripped the silver shield from his chest. Right there, on the sidewalk he had terrorized for twenty years, Richard Samuels was reduced to nothing.

The heavy glass doors of the headquarters closed behind Marcus Cole as he stepped into the main lobby. The air inside the building was thick with anticipation. Word of what had just occurred on the plaza was already spreading through the precinct like wildfire. Every officer, every desk sergeant, every detective watched him in stunned silence as he walked toward the executive elevators.

Marcus didn't gloat. He didn't smile. He carried the weight of the city on his shoulders.
