Five seconds later, it started again.

Ortiz glanced at the screen through the partially open bag.

Her eyes narrowed.

"It says Deputy Chief Rowan."

Mercer looked at her. "So?"

Maya said nothing.

The call stopped.

Then Ortiz's own radio came alive.

"Unit Twelve-Four, confirm detained female's name."

Ortiz answered. "Brooks, Maya."

There was a pause.

A different voice came over the radio.

"Twelve-Four, stand by. Do not transport. Lieutenant Carver is responding to your location."

Mercer frowned.

"Why is Carver coming?"

Dispatch did not answer the question.

Maya leaned back in the chair.

"That's the supervisor I suggested you call."

Mercer stared at her.

For the first time, uncertainty entered his face.

"Who are you?"

Maya looked at him calmly.

"You already have my identification."

"Your driver's license."

"You didn't ask whether I had any other credentials."

Ortiz looked at the handbag.

"Ms. Brooks, is there a badge in your bag?"

Maya answered, "Yes."

Silence filled the room.

Mercer took one step toward the bag.

Maya's voice sharpened.

"Don't touch it without telling me what you're doing."

He stopped.

Ortiz asked, "Where is it?"

"Inside pocket. Black leather case."

Ortiz put on gloves, opened the bag carefully, and removed the case.

The moment she unfolded it, all the color left her face.

A gold command shield gleamed beneath the fluorescent lights.

Above it sat Maya's department identification.

CAPTAIN MAYA BROOKS.

COMMANDING OFFICER, FOURTEENTH PRECINCT.

Ortiz looked at Maya, then at Mercer.

"Kyle."

Mercer did not answer.

"Kyle, take the cuffs off."

He stepped closer to the credential as if the words might change if he looked harder.

"She's a captain?"

Maya said, "I was also a citizen five minutes ago. That should have been enough."

The security employee at the monitor slowly lowered his bag of chips.

Harlan looked as though he had swallowed something sharp.

Mercer's voice became defensive. "Why didn't you tell us?"

Maya held his gaze.

"Would it have changed how you treated me?"

"Of course."

"Then that's a problem."

The room went silent again.

Maya leaned forward slightly.

"Take the cuffs off. Then preserve every second of mall video from the time I entered the west doors. Preserve your body-camera footage. Preserve the store's inventory logs. And nobody touches my bag except Officer Ortiz until your lieutenant arrives."

Mercer hesitated.

Maya's voice dropped.

"That was not a suggestion."

The cuffs came off.

Red marks circled Maya's wrists.

She rubbed them once, then stood.

Harlan tried to recover his authority.

"Captain or not, the merchandise is still missing."

Maya turned to him.

"Good. Then the video should help us find it."

Ortiz looked at the young security employee.

"Play it."

He clicked the file.

The recording began twelve minutes before Maya entered Bellamy & Finch.

On the screen, Claire Voss stood near the front display speaking with Harlan. Claire removed three small card cases from the shelf and carried them toward the register.

Two she placed behind the counter.

The third she handed to Lucy, who put it in a drawer beneath the gift-wrap station.

Maya watched without expression.

Harlan stared at the floor.

The video continued.

Maya entered the store.

She never went near the card-case display.

Not once.

Ortiz folded her arms.

"Where exactly did the theft happen?"

Claire was not in the security office to answer.

Harlan cleared his throat. "Maybe the store's count was wrong."

Maya looked at him. "That isn't what you told Officer Mercer. You said you had a shoplifting suspect."

"I was going off what management reported."

"You also radioed my description before I entered the store."

Harlan's face changed.

Ortiz turned toward him. "You what?"

Maya pointed at the mall corridor feed. "Rewind west fountain camera. About ten minutes before I entered Bellamy & Finch. Audio may be on his radio logs even if the camera doesn't have sound."

Harlan said quickly, "Our radio traffic isn't recorded."

The young employee at the desk looked confused.

"Yeah, it is."

Harlan's head snapped toward him.

The employee continued, "Since the lawsuit last year. All channels record."

Maya stared at Harlan.

"Interesting."

Mercer looked increasingly uncomfortable.

He said, "Captain, the video clears you. Obviously. We can document this as unfounded and—"

"No."

He stopped.

"This is not ending as an unfounded shoplifting call."

"I didn't mean—"

"You arrested me without recovered property, without a witness to concealment, without reviewing readily available video, and after your partner told you the primary sales associate did not see a theft. You then told me cooperation would make things easier after I asserted a lawful refusal to consent to a search. That will be reviewed separately from what mall security did."

Mercer swallowed.

"Yes, Captain."

"Don't call me Captain because you discovered the badge. Treat the facts correctly because they're the facts."

The gray door opened.

Lieutenant Samuel Carver entered quickly, followed by a mall operations manager and another uniformed sergeant.

Carver saw Maya standing beside the chair, saw the red cuff marks on her wrists, and went completely still.

"Captain Brooks."

Maya nodded. "Lieutenant."

He looked at Mercer.

"Body cam on?"

Mercer touched his chest. "Yes, sir."

"Good. Don't turn it off."

Carver looked at Ortiz. "What happened?"

Before Ortiz could answer, Maya said, "Officer Ortiz will give you her account. Then Officer Mercer will give you his. Separately. After that, I will give mine. The mall video is being preserved."

Carver understood immediately.

This was no longer an awkward misunderstanding.

It was evidence.

For the next forty minutes, the security office became an improvised command post.

Carver separated the officers. The sergeant collected written names of witnesses. Mall operations ordered Harlan removed from the security desk pending review. Claire Voss was brought in from the boutique and told not to speak with other employees until she had given a statement.

Maya finally answered her phone.

Deputy Chief Rowan's voice came through so loudly she had to hold it away from her ear.

"Maya, what the hell happened?"

"I'm fine."

"Carver called. He said you were in handcuffs."

"I was."

"Do you need me there?"

Maya looked through the glass panel at Mercer standing alone in the hallway.

"No. I need this handled exactly like any other complaint involving an arrest. No favors. No phone calls telling people what conclusion to reach."

Rowan was quiet.

"Understood."

"Internal Affairs needs the body cameras before end of shift. Professional Standards should request mall radio recordings before someone decides they have a technical problem."

"Already doing it."

"And Sam?"

"Yes?"

"Do not let anyone write this up as a misunderstanding."

"I won't."

Maya ended the call.

Across the room, Claire Voss sat rigidly at a table while Ortiz asked her to explain why she had reported a missing card case when video showed the item being moved before Maya entered.

Claire tried three explanations in five minutes.

First, she said she had forgotten moving it.

Then she said Lucy must have moved it.

Then she said the concern had never really been about the card case; it had been about "suspicious behavior."

Ortiz asked what behavior.

Claire could not identify any.

Maya did not interrupt.

She watched.

That evening, after four hours of statements, video preservation, and phone calls, Maya finally left Briarwood Galleria.

She did not leave with Nia's briefcase.

Bellamy & Finch's regional manager had offered to give it to her at no charge.

Maya refused.

"I came here to buy a gift," she said. "I'm not accepting a gift from a company because your employee accused me of theft. Preserve the evidence and contact my department's legal office."
