A marked Montclair Police cruiser stopped directly behind the agents' vehicle.
Deputy Chief Vanessa Grant stepped out.
She had received the emergency signal from Terrence's home.
She had expected a medical emergency.
Instead, she found two federal agents inside her chief's house.
Her hand moved instinctively toward her radio.
"Units, hold position."
She walked toward the open door.
Then she saw Terrence.
And saw the hand around his arm.
Her expression changed.
"Take your hand off the chief."
Kaine released him.
Slowly.
Deputy Chief Vanessa Grant had worked beside Terrence Brooks for nine years.
She knew his habits.
She knew his voice.
She knew what he looked like when he was angry.
She also knew what he looked like when he was deliberately controlling his anger.
This was the second.
Grant stepped into the kitchen.
Behind her, officers filled the hallway.
Kaine immediately identified himself as a federal agent.
Grant nodded.
"I understand."
"We're conducting a federal immigration operation."
Grant looked at Terrence.
Then at Alicia.
Then at the open front door.
"Inside his residence?"
"Yes."
"With a judicial warrant?"
Kaine hesitated.
Grant waited.
Kaine finally said, "We have administrative authority."
Grant's expression didn't change.
"Show me."
Kaine reached toward a document.
Grant read it.
Then she looked up.
"This doesn't authorize what you're doing here."
"It gives us federal authority."
"Federal authority isn't a magic phrase."
Vargas looked at the floor.
More police officers arrived.
An Essex County deputy stood near the doorway.
A state trooper appeared behind him.
The small kitchen suddenly felt crowded.
Kaine's confidence was disappearing.
Terrence finally spoke.
"Vanessa."
"Yes, Chief."
"Have the FBI contacted."
"Already done."
Kaine looked sharply at her.
"You contacted the FBI?"
"Yes."
"For what reason?"
Grant stared at him.
"You entered the private residence of the chief of police without producing a judicial warrant, attempted to detain him, and physically grabbed him."
"We were acting under federal authority."
"Then you can explain that to the FBI."
Nobody moved.
For several seconds, there was complete silence.
Then Alicia's phone vibrated.
She glanced at it.
The recording had automatically uploaded to the cloud.
The evidence was safe.
Terrence looked toward the agents.
"Your operation is over."
Kaine said nothing.
Vargas whispered, "Victor..."
Kaine turned.
"What?"
"We should cooperate."
It was the first time Vargas had openly challenged him.
Kaine stared at his younger partner.
Then he looked at the officers surrounding them.
He knew they were no longer in control.
At 7:14, an FBI vehicle arrived.
Special Agent Thomas Brennan stepped out.
He had worked with Terrence before.
Three major investigations.
Two organized-crime cases.
One violent trafficking operation.
Brennan knew Terrence Brooks as a police chief.
He also knew him as a man who never exaggerated.
Brennan entered the house.
"Chief."
"Thomas."
"What happened?"
Terrence answered calmly.
"Everything is on video."
Alicia handed over her phone.
Brennan watched the recording.
Four minutes and thirty-seven seconds.
He watched the agents enter.
He watched Terrence identify himself.
He watched Kaine dismiss the identification.
He watched the hand reach for Terrence's arm.
Brennan stopped the video.
He looked at Kaine.
"Where is your judicial warrant?"
Kaine said nothing.
Brennan looked at Vargas.
"Do you have one?"
Vargas shook his head.
"No."
Brennan nodded.
Then he turned to the local officers.
"Secure their weapons."
Kaine's face changed.
"You can't arrest federal agents."
Brennan looked at him.
"Under certain circumstances, federal status doesn't shield an individual from criminal liability."
Kaine opened his mouth.
Brennan raised one hand.
"Don't."
The room became silent.
Then Brennan gave the order.
"Take them into custody."
At 7:28 a.m., Victor Kaine and Miguel Vargas were arrested.
Neither man understood yet how far the investigation would go.
