"Overzealous is writing a ticket for going two miles over the speed limit, Captain," Marcus replied, his voice devoid of anger, which somehow made it vastly more terrifying. "What Officer Bennett did was effectuate an unlawful detention under the color of law, violate my First and Fourth Amendment rights, and assault a federal officer."

Marcus leaned forward, resting his forearms on the Captain's desk.

"I came to Shelby County to audit the missing three million dollars from the Miller Creek Bridge project. That was my only focus," Marcus said smoothly. "But seeing the systemic lack of constitutional training, the aggressive escalation tactics, and the blatant disregard for civil rights demonstrated by your officer today..."

Marcus turned his head slowly, locking eyes with the terrified young patrolman in the corner.

"...I believe I will be recommending the Department of Justice open a secondary audit. A civil rights pattern-or-practice investigation into the Shelby County Police Department."

Captain Harris buried his face in his hands.

Marcus stood up, adjusting his cuffs. "I want my camera, my wallet, and my vehicle returned to me immediately. And Captain?"

"Yes, sir?" Harris mumbled through his fingers.

"I suggest you take Officer Bennett's badge and gun before he costs this county more money than the bridge did."

Marcus Thorne turned and walked out of the office, the heavy wooden door clicking softly shut behind him. He had a lot of paperwork to file, and the afternoon was only just beginning.
