At 8:17 on a cold Tuesday morning, Elena Brooks stepped onto Maple Street with no idea that the next forty minutes would change the direction of her life.

She had chosen to walk instead of drive.

It was only a twenty-minute trip from the small research office where she worked to the county records building downtown. The weather was clear, the sidewalks were nearly empty, and Elena wanted the exercise.

She wore a gray coat, dark trousers, and comfortable walking shoes. A canvas bag hung from her shoulder, containing a notebook, a water bottle, and several folders.

Nothing about her looked unusual.

That was precisely why she never expected anyone to stop her.

Maple Street ran through an expensive residential neighborhood where large houses stood behind carefully trimmed hedges. Security cameras appeared on almost every garage.

Elena had walked through the neighborhood many times.

But halfway down the street, she noticed a police cruiser moving slowly behind her.

She glanced over her shoulder.

The cruiser passed.

Then it slowed.

Elena continued walking.

The cruiser stopped twenty yards ahead.

Its lights flashed.

Elena stopped too.

A female officer stepped out.

She was tall, perhaps in her late thirties, with blond hair pulled tightly behind her head.

Her badge read:

OFFICER MARA KELLY.

"Ma'am," Kelly called.

Elena turned.

"Yes?"

"Come over here."

Elena remained where she was.

"Is there a problem?"

"I asked you to come here."

Elena looked around.

There was no traffic.

No emergency.

No obvious reason for the command.

"Am I being detained?"

Officer Kelly's expression tightened.

"What's your name?"

"Before I answer that, I'd like to know why I'm being stopped."

Kelly walked toward her.

"We received a complaint about someone walking through the neighborhood."

Elena almost smiled.

"Someone walking?"

"Someone behaving suspiciously."

"What was suspicious?"

"You were looking at houses."

"I'm walking down the sidewalk."

"That's not what I asked."

Elena slowly lowered her hands.

"I don't want any misunderstanding. I'm simply walking to work."

Kelly looked at the canvas bag.

"What's inside?"

"Personal belongings."

"Open it."

Elena stared at her.

"Do you have a reason to search my bag?"

Kelly's jaw tightened.

"You're making this harder than it needs to be."

"No," Elena replied quietly. "I'm asking a simple question."

A second cruiser appeared at the end of the street.

Elena felt something change.

What had begun as a strange conversation was becoming something else.

Officer Kelly stepped closer.

"Put your hands behind your back."

Elena's eyes widened.

"For what?"

Kelly reached for her handcuffs.

And Elena suddenly realized that the most important question wasn't why she had been stopped.

It was why this particular officer seemed so determined to stop her.

The metal cuffs closed around Elena's wrists.

Cold.

Tight.

Unnecessary.

At least, that was how it felt.

She stood beside the cruiser while Officer Kelly spoke into her radio.

"Female detained for suspicious activity."

Elena immediately corrected her.

"I haven't been charged with anything."

Kelly turned.

"You can explain everything at the station."

"I don't understand why I'm going to a station."

"You were asked questions."

"I answered them."

"You refused to identify yourself."

"I asked why I was being detained."

Kelly said nothing.

A man standing outside his house watched from across the street.

An elderly woman opened her front door.

Elena caught the woman's eyes.

The woman looked frightened.
