A man stood near a storage corridor.

Late forties.

Gray coat.

Tired eyes.

He looked like someone who had not slept properly in months.

"Nia Caldwell?"

"Who are you?"

"My name is Elias Mercer."

Nia stopped several feet away.

"How do I know you're real?"

"You don't."

He looked at the briefcase.

"But you know the investigation is real."

Nia said nothing.

Elias reached inside his coat.

Nia stiffened.

He slowly removed a small flash drive.

"This contains the ledger."

Nia stared at it.

"Why give it to me?"

"Because you're the only person left who hasn't been bought."

"Bought by whom?"

Elias looked toward the corridor.

"Everyone."

Nia stepped closer.

"What happened?"

Elias lowered his voice.

"I worked for Meridian Strategic Solutions."

"I know."

"You know the company?"

"My committee has been investigating them."

"You've been investigating the wrong part."

He handed her the drive.

"The contracts are only the surface."

Nia took it.

"What is underneath?"

"People."

"Names?"

"Judges. Contractors. federal officials. lobbyists. private security companies."

Nia looked at the drive.

"How deep?"

Elias swallowed.

"Deep enough that the people who built it believe they can control federal investigations."

Nia's eyes narrowed.

"Who authorized the operation this morning?"

Elias looked directly at her.

"The man who ordered it may not know he ordered it."

"What does that mean?"

"Someone stole his identity."

Nia immediately thought of the strange authorization.

"Voss."

Elias nodded.

"He isn't the enemy."

"Then who is?"

Elias took a breath.

"Someone inside the system."

A noise came from the stairwell.

Both turned.

Footsteps.

Elias's face went pale.

"They found me."

Nia grabbed his arm.

"Which way?"

"Service corridor."

They moved.

Behind them, the basement door opened.

Someone shouted:

"Federal agents! Stop!"

Nia and Elias disappeared into the darkness.

The Ledger

They emerged three blocks away through an old service entrance.

Nia's security team was waiting.

Elias climbed into the vehicle, breathing hard.

Nia entered beside him.

The security supervisor looked at her.

"Senator, we're leaving."

"Yes."

The vehicle pulled away.

Nia inserted the flash drive into a secure device.

Files appeared.

Thousands of them.

Contracts.

Emails.

Bank records.

Meeting schedules.

Encrypted communications.

Then she found a spreadsheet.

It contained names.

Nia recognized some immediately.

A federal administrator.

Two judges.

Three major contractors.

A former state official.

A private security executive.

And one name that made her stop breathing.

Adrian Voss.

"He's on the list," she whispered.

Elias shook his head.

"No."

Nia looked at him.

"What?"

"That's the point."

He pointed at the screen.

"Look at the dates."

Nia did.

Voss appeared on the list.

But the transactions were marked as rejected.

Every payment associated with him had been blocked.

"He wasn't taking money."

"No."

"Then why is his name there?"

"Because he was investigating them."

Nia understood.

The ledger wasn't simply evidence of corruption.

It was a map of the people who had resisted the network.

And those who had been compromised.

Some names were marked in red.

Others in green.

Voss was green.

So was Nia.

Nia stared at her own name.

"Why am I here?"

Elias looked at her.

"Because they know what you're doing."

"That doesn't explain this."

He shook his head.

"They've been watching your committee for six months."

Nia's phone rang.

Marcus.

She answered.

"Where are you?"

"Moving."

"Good."

"Marcus, we have the ledger."

Silence.

Then:

"How bad?"

Nia looked at the screen.

"Worse than we thought."

Marcus exhaled.

"Then don't bring it anywhere."

"What?"

"Do not bring that ledger into any government building."

Nia looked out the window.

"Why?"

"Because I just received a message."

"From whom?"

"Someone inside the federal system."

"What did they say?"

Marcus lowered his voice.

"They know the operation failed."

Nia's jaw tightened.

"What else?"

"They said there will be another attempt."

"Tonight?"

"No."

Marcus paused.

"Before noon."

Nia looked at the clock.

11:47.

She looked at Elias.

Then at the security supervisor.

"We have thirteen minutes."

The Second Attempt

At 11:56, three unmarked vehicles entered the parking structure where Nia's security team had taken shelter.

The supervisor noticed them first.

"Senator."

Nia looked up.

He pointed toward the entrance.

Three vehicles.

No visible plates.

Doors opened.

Men stepped out.

Not federal agents this time.

At least, they weren't wearing federal markings.

Nia closed the laptop.
