The officer pulled him harder.

Keller shoved Marcus against the cruiser.

“You're about to have a very bad day.”

Marcus watched Crane reach the pickup.

Then he looked back at Keller.

“No.”

His voice was quiet.

“You are.”

Marcus pressed the side button of his phone three times.

The signal was transmitted.

Instantly.

Federal Authority

The white delivery van exploded into motion.

Two dark SUVs entered the parking lot from opposite directions.

Crane's pickup was trapped.

Doors opened before the vehicles had completely stopped.

Federal agents emerged.

Black tactical jackets.

Weapons ready.

FBI insignia clearly visible.

“Federal agents!” Lena shouted.

“Hands where we can see them!”

Crane dropped the duffel bag.

Then he ran.

Two agents pursued him toward the storage facility.

Keller froze.

For several seconds, he simply stared.

Then he looked at Marcus.

“Agent?”

Marcus turned his cuffed hands toward Lena.

She crossed the parking lot.

“Unlock him.”

Keller swallowed.

“I received a suspicious-person report.”

“No, you didn't.”

“You don't know what dispatch sent me.”

“We recorded your radio from the moment you entered the parking lot.”

Lena stopped in front of him.

“No call was assigned to you.”

Keller's eyes moved toward the other agents.

“I was conducting proactive policing.”

Marcus spoke calmly.

“You were removing surveillance from a federal target.”

“That's ridiculous.”

“Then why did Crane recognize you?”

Keller said nothing.

Marcus continued.

“The camera on my jacket recorded the look you exchanged.”

Lena stepped forward.

“Unlock Agent Reed.”

Slowly, Keller removed the handcuffs.

Marcus rubbed his wrists.

Then he reached inside his jacket.

He opened his credentials.

Keller stared at the gold badge.

For a moment, the rain seemed louder.

Keller looked up.

“You should have shown me that immediately.”

Marcus met his eyes.

“I gave you several opportunities to explain why you stopped me.”

“You refused identification.”

“You had no lawful basis to detain me.”

“You were watching the store.”

“I was conducting court-authorized surveillance.”

“Why didn't you tell me?”

“Because the operation was classified.”

Keller looked away.

Then a voice came from behind them.

“You said nobody was watching today.”

Everyone turned.

Elliot Crane was being escorted across the parking lot in handcuffs.

He had spoken without thinking.

Keller stared at him.

“I never said that.”

Crane laughed bitterly.

“You called me twenty minutes ago.”

Silence.

Marcus looked at Lena.

She looked back.

They had finally found the connection they had been searching for.

The Hidden Phone

Keller tried to reach for his radio.

Lena stopped him.

“Keep your hands visible.”

“I need to contact my supervisor.”

“You won't be making calls until we secure your devices.”

“You can't take police equipment.”

Marcus stepped closer.

“You used that equipment to warn a federal target.”

“You have no proof.”

Crane shook his head.

“The calls are on the secure phone.”

Keller's face changed.

An agent opened the black duffel bag.

Inside were stacks of cash wrapped in plastic.

Encrypted radios.

And a small encrypted communications device.

Keller stared at it.

His confidence disappeared.

Marcus had seen that expression many times.
