Simone turned toward Cho.

“Yes.”

“The arrest?”

“Every second.”

Rourke suddenly understood.

The phone he had confiscated had already become evidence.

The Witness

Mendoza ordered the room sealed.

No one touched the clippers.

No one touched the property box.

No one touched the scattered hair.

No one touched the camera controls.

Then Mendoza turned to Bell.

“Did you see Officer Rourke cut Assistant Counsel Greene's hair?”

Bell swallowed.

“Yes.”

“Did she consent?”

“No.”

“Was a supervisor present?”

“No.”

“Did you attempt to stop him?”

Bell looked at Simone.

“Not soon enough.”

Rourke tried to leave.

An investigator blocked the door.

“Am I under arrest?”

Evelyn answered calmly.

“You are being separated from a scene involving potential evidence tampering, unlawful detention, official misconduct, and interference with a state investigation.”

Rourke glared at Simone.

“You can't accuse me because she has friends in high places.”

Simone stepped closer.

“This isn't happening because of who I know.”

She pointed toward the hair on the floor.

“It's happening because you treated me exactly the way nine other people said you treated them.”

Rourke finally understood.

She hadn't stumbled into his world.

She had been investigating it.

And he had just given her the evidence she needed.

Bell's Confession

Bell's statement lasted three hours.

He admitted that Rourke routinely created gaps in camera coverage by claiming equipment resets.

He admitted detainees were sometimes kept outside the official booking system.

He admitted property sheets were altered.

He admitted officers threatened people before they entered formal custody.

And he admitted he had remained silent.

Then came Amaya Lewis.

Bell confessed that he had stood near the door when Rourke cut Amaya's hair.

Afterward, he signed a report claiming she had arrived with uneven hair and behaved unpredictably.

“Why did you sign it?” Mendoza asked.

Bell stared at the table.

“Because Caleb said one report could destroy both our careers.”

“And you thought helping him would protect yours?”

Bell said nothing.

Mendoza leaned forward.

“You protected the officer creating the danger.”

Bell finally looked up.

“I told myself I was protecting my family.”

But even he knew it wasn't true anymore.

His silence had protected Rourke.

And every person who entered that room after Amaya had paid the price.
