She crouched beside it.

“Don't move it.”

Daniel nodded.

Teresa took samples from the pool and from the container.

Then she examined the metallic object beneath the water.

“Can you tell me what this is?”

Daniel shook his head.

Teresa stared at the orange label.

“RAVN.”

“Does that mean anything?”

“Maybe.”

“Maybe what?”

She stood.

“I've seen that marking before.”

Daniel waited.

“Where?”

“Industrial remediation sites.”

Melissa stepped closer.

“What kind of remediation?”

Teresa looked at her.

“Sites where contaminated soil or groundwater is being treated.”

Daniel stared at the pool.

“You're telling me someone put industrial remediation material into my swimming pool?”

“No.”

Teresa paused.

“I'm telling you I don't know what was put into your pool yet.”

That distinction frightened Daniel more.

Then Teresa looked toward the fence.

“Does your property share drainage with the HOA?”

Daniel nodded.

“There is a drainage easement along the back.”

Teresa's eyes narrowed.

“Who maintains it?”

“The HOA.”

“Interesting.”

“What?”

She pointed toward the black film.

“If this material came from that drainage corridor, your pool may not be the target.”

Daniel looked at her.

“Then what is?”

Teresa didn't answer.

Because at that exact moment, her radio crackled.

A county dispatcher spoke.

“Teresa, we have a situation at Briar Ridge.”

Teresa listened.

Her face slowly hardened.

“What happened?”

“Residents are reporting black water coming through the storm drains.”

Daniel felt cold.

“Where?”

The dispatcher gave the location.

Three streets away.

Teresa turned toward Daniel.

“Why?”

She looked at the black surface.

Daniel forwarded the email to Teresa Alvarez.

Her reply came five minutes later.

Daniel saved the message.

Then he opened the HOA portal.

There was another surprise.

Three months earlier, the board had approved a “stormwater modernization project.”

The contractor was listed as:

Voss Environmental Solutions.

Daniel stared at the name.

Voss.

Eleanor's last name.

He called Melissa.

“Look at this.”

She came over.

“Is that her company?”

“Apparently.”

Ava leaned over his shoulder.

“That's suspicious.”

Daniel shook his head.

“Suspicious isn't evidence.”

Ava smiled.

“Then let's find evidence.”

That evening, Eleanor called an emergency HOA meeting.

More than fifty homeowners attended.

Eleanor stood at the front.

“Earlier today, an unknown substance was illegally introduced into our stormwater system.”

Daniel raised his hand.

She ignored him.

“The HOA is investigating.”

Daniel stood.

“Who authorized the testing?”

Eleanor looked at him.

“I did not.”

Several homeowners turned.

Daniel's jaw tightened.

“You were holding the container.”

“An empty container.”

“You have no laboratory analysis.”

Teresa Alvarez entered the room.

Every conversation stopped.

She walked to the front.

Eleanor's confidence disappeared for one second.

Teresa placed a folder on the table.

“What does that mean?”
