Vance frowned. The local units were supposed to be locked down holding their perimeters, not playing cowboy through traffic. The SUV hit the top of the ramp, its tires squealing as it took the corner far too fast. It barreled down the ramp, heading directly toward Vance’s horizontally parked Charger.

Vance stepped forward, holding up a flat palm in a universal gesture to stop. He pointed to the flashing strobes on his own vehicle, indicating his official capacity.

The SUV didn't slow down. It kept coming, braking at the absolute last possible second. The heavy grille of the police interceptor stopped mere inches from the door of Vance’s Charger. The sheer aggression of the maneuver made Vance take a step back, his hand instinctively resting on his belt, though nowhere near his weapon.

The door of the SUV flew open. Out stepped a Virginia police officer, an imposing figure standing well over six feet tall, his face flushed red with anger. The name tag on his uniform read MILLER.

"Move this piece of shit car right now!" Officer Miller bellowed, his voice echoing over the hum of the idling engines and the distant, approaching rumble of the motorcade.

Vance maintained a calm, authoritative posture. "Officer, I am Federal Agent Vance. I’m holding this ramp for the National Special Security Event. The motorcade is less than a minute out. Nobody moves."

Miller didn't even look at the badge hanging on Vance's chest. He marched forward, his hand resting aggressively on the butt of his taser. "I don't care who the hell you think you are! I got a call for a disabled unit down on the highway, and you are blocking my access. Move the car, or I'm moving you."

"Your disabled unit is already secured on the shoulder," Vance said, his voice dropping an octave, trying to project absolute authority. "The route is hot. Vanguard is approaching. If you pull out onto that highway right now, you will be intercepting the Presidential motorcade. Stand down."

"Don't you tell me to stand down in my own county!" Miller spat, closing the distance between them until he was invading Vance's personal space. The cop was radiating adrenaline, entirely focused on his immediate tunnel vision, completely ignoring the broader operational context.

Vance raised his left hand, holding up his leather credential case, flipping it open to display the gold seal and his photo ID. "Federal credentials, Officer. Read them. Take a breath and look at the badge. I am commanding you to hold this position."

Miller glanced at the leather wallet, but his eyes were completely glazed over with rage. He saw an obstacle, not an ally. He saw a man in civilian clothes challenging his authority on a county road.

"Fake badge, unmarked car. You're interfering with a police officer," Miller growled, unbuckling the retention strap on his duty belt. "Hands on the hood of your car. Now!"

Chapter 3: Flashing Lights

"Command, Vance. I have a code yellow at Gallows. Local unit is attempting to breach the perimeter," Vance spoke quietly but rapidly into his wrist mic, his eyes never leaving Officer Miller.

"Vance, repeat? Vanguard is entering your sector. We have visual on your strobes," the radio hissed back, the dispatcher's voice laced with sudden alarm.

"Get your hand off that radio!" Miller lunged forward.

Vance side-stepped the initial grab smoothly, relying on years of defensive tactics training. He wasn't going to fight a uniformed police officer, but he absolutely was not going to allow the perimeter to be breached.

"Officer Miller, listen to me very carefully," Vance said, his tone razor-sharp, cutting through the heavy air. "If you drive past my vehicle, the Secret Service Counter Assault Team will treat your SUV as a vehicle-borne threat to the President. They will open fire with heavy weapons. You will be killed. Do you understand me?"

The reality of the words seemed to bounce right off the Virginia cop. The stress of the day, the massive traffic jams, the frantic radio calls about broken-down cars—it had all culminated in a catastrophic failure of judgment. Miller had snapped into an authoritarian overdrive where compliance was his only objective.

"I said hands on the car!" Miller roared. He drew his taser, the bright yellow plastic contrasting sharply with the gray afternoon. He pointed it directly at Vance’s chest. The twin red laser dots danced erratically across the fabric of Vance’s windbreaker, hovering right over the silver chain of his federal badge.

Vance slowly raised his hands, keeping his palms open and visible. He had to de-escalate. If he drew his own weapon to defend himself, it would initiate a blue-on-blue shootout right on the edge of a Presidential route. The political and literal fallout would be devastating. He had to absorb the aggression.

"Okay. My hands are up," Vance said evenly. "My credentials are in my left hand. My service weapon is on my right hip. I am cooperating. But you cannot move my vehicle."

Miller advanced, the taser still trained on Vance's chest. With his free hand, he grabbed Vance roughly by the left shoulder, spinning him around and slamming him chest-first into the wet hood of the Dodge Charger.

The metal groaned under Vance’s weight. The impact knocked the wind out of him, but he kept his hands visible, splayed out on the hood.

"Command... local officer has gone hands-on. I am detained. The ramp is still blocked," Vance grunted into his wrist mic, pressing his face sideways against the cool steel of his car.

"Vance! Status? Vanguard is thirty seconds out! We are seeing movement on the ramp!" the earpiece screamed.

"Shut up!" Miller yelled, snatching the radio mic clipped to Vance’s wrist and violently yanking it. The wire snapped, silencing the communication line to the command center.

Vance was now completely cut off.

"You think you can play dress-up and flash a fake badge to stop a police officer?" Miller was breathing heavily, his knee driving into the back of Vance’s thigh, pinning him against the car. "I’m putting you in cuffs, and then I'm having this piece of shit car towed."
