He didn't reach for his notepad; he reached directly for her. His large, rough hands clamped violently around her right bicep, his thick fingers digging painfully into her bare skin. He jerked her backward, physically halting her momentum and pulling her dangerously close to his chest.

She gasped in sheer shock, her dark eyes flashing from initial surprise to immediate, burning indignation. She tried to yank her arm free, her heels skidding slightly on the concrete, but the officer’s grip was locked tight.

He leaned his face down toward hers, his expression twisted into a mask of pure, unwarranted authority. "Hand over that bag right now," he barked, his voice loud enough to draw the stares of passing pedestrians, "because there's no way that money belongs to you."
