Evelyn knew that name.

Everyone in the military district knew it.

Victor Crane was a retired colonel who now served as Fort Raven's civilian operations consultant.

He had contracts everywhere.

Food.

Transportation.

Housing.

Equipment.

Maintenance.

His company handled millions of dollars in annual government business.

Evelyn saved the documents.

She didn't confront anyone.

Not yet.

She had learned long ago that corruption rarely disappeared when confronted.

It simply became harder to see.

So she kept watching.
